Weekend Work - Utility Relocation Work on the North Side of Bloor Street East: Hydro Chamber Construction and Duct Bank Work

Timeline: Starting as early as April 6, 2024

This notice provides an update on the hydro utility relocation work on the north side of Bloor Street East (east of Yonge Street) and some required weekend work. Work will occur on Saturday, April 6 from 8:00 a.m. until 4:00 p.m. Additional weekend work is scheduled on the north side of Bloor Street East for the weekends of April 13-14, 20-21, May 4-5, 11-12, 18-19 and 25-26. This work is necessary to reduce the duration of our work and mitigate impacts to the public. Weather conditions may affect the progress of this work.  Please note that through the duration of the utilities work on Bloor Street East, weekend work may be required. Hydro utility work is expected to be complete by Q4 2024. Night work for our sewer relocations on the south side of Bloor Street East is scheduled to be completed in the next couple of weeks.

What we are doing and why?

  • The work will involve the construction of a new hydro utility chamber and duct bank work to connect the new chamber to the existing one. Hydro and sewer utilities along Bloor Street East are being relocated to allocate space for the future expanded Bloor-Yonge Subway Station, including a new Line 2 (Bloor-Danforth) passenger platform and expanded Line 1 platforms.

 

What to expect

  • Further weekend work is required for the construction and connection of the new hydro chamber to the existing one.
  • Work will include the use of excavation equipment and construction vehicles equipped with backup alarms.
  • Noise, dust, and vibration associated with construction can be expected with this work.
  • Hydro Excavation trucks will be required intermittingly to protect underground utilities.

 

Impact on pedestrians, cyclists, and vehicular traffic

  • Pedestrian, cyclist and vehicle lanes will be maintained at all times.
  • Access to residences and businesses will be maintained at all times.
  • Temporary partial closure of sidewalks, roadways, and bike lanes will be maintained with detours provided for pedestrians, cyclists, and vehicles. Any minor bike lane detours will remain along Bloor Street.

TTC service

  • No impacts to subway service or access to Bloor-Yonge Station are expected during preparatory construction works.

Hydro Utilities

As part of our utility relocation work for the Bloor-Yonge Capacity Improvements Project, Toronto Hydro will be carrying out hydro work to support the Bloor-Yonge Project. For more information, please view the Toronto Hydro notice. Extended, weekend or overnight hydro work hours will be communicated to the community in advance.

Sewer Utilities

Since January 2024, the Bloor-Yonge Project has involved night work along the south side of Bloor-Street East to relocate sewer utilities. The overnight work was originally scheduled to be completed in March, but the discovery of unknown utilities unfortunately delayed the work’s completion.  Sewer relocation night work is expected to end in April 2024.

Sewer and Hydro Relocations on Bloor Street East

Timeline: Starting as early as January 8, 2024 (Q1 2024 to Q3 2024)

This notice provides an update on the utility relocations and some required night work. This work will occur during the nighttime to minimize impacts on daytime activities, avoid disruptions to traffic (i.e. full road closures), allow deliveries and accommodate local businesses, and keep work on schedule. When the necessary overnight work is completed, regular construction hours will resume. Weather conditions may affect the progress of this work.

What we are doing and why?

  • Sewer and hydro utilities along Bloor Street East are being relocated to allocate space for the future expanded Bloor-Yonge Subway Station footprint, including a new Line 2 (Bloor-Danforth) passenger platform and expanded Line 1 platforms.

What to expect

  • Night work is required for the sewer relocation, and will include the weeks of January 8 to April 2024.
  • Construction will include the use of excavation equipment. Construction vehicles are equipped with a back-up alarm, and staff will do their best to limit the reversing of vehicles during night work.
  • Noise, dust and vibration associated with construction can be expected with this work. Every attempt will be made to minimize disruption to residents and businesses.
  • Concrete barriers and fence hoarding will be erected around work areas.


Impact on pedestrians, cyclists and vehicular traffic

  • Pedestrian, cyclist and vehicle lanes will be maintained at all times.
  • Access to residences and businesses will be maintained at all times.
  • Temporary partial closure of sidewalks, roadways and bike lanes will be implemented with detours provided for pedestrians, cyclists and vehicles.


TTC service

  • No impacts to subway service or access to Bloor-Yonge Station are expected during preparatory construction works.
  • The Blue Bus Stop location on the north side of Bloor Street East, between Yonge Street and Park Road, will be relocated from January 8, 2024, until the end of April 2024.
  • The Wheel-Trans stop on the north side of Bloor Street East, between Yonge Street and Park Road, will be closed for the duration of the construction and alternate arrangements will be provided for customers via door-to-door or next accessible station.

 

Work hours

  • The contractor is permitted to work 24 hours a day until the work is completed and to perform the necessary overnight work. The contractor will make every attempt to minimize disruption to residents and businesses by scheduling sewer work between 7:00 p.m. and 7:00 a.m. When the necessary overnight work is completed, regular construction hours of 7:00 a.m. to 7:00 p.m. will resume.

 


Utility Relocations on Bloor Street East 

Timeline:
Starting as early as November 2023 (Q4 2023 to Q3 2024)

 

To enhance Bloor-Yonge Station capacity, customer safety and accessibility, Toronto Hydro utilities and City of Toronto sewer utilities must be relocated along Bloor Street East from Yonge Street to Park Road.                                                                                                             

What we are doing and why?

  • Hydro and Sewer utilities along Bloor Street East are being relocated in order to allocate space for the expanded Bloor-Yonge Subway Station footprint, including new Line 2 (Bloor-Danforth) passenger platforms and expanded Line 1 platforms.

 

What to expect

  • Construction will include the use of excavation equipment.
  • Fence hoarding will be erected around work areas. Equipment and materials will be moving in and out of the protected areas.
  • Typical construction noise and vibration can be expected for this work.
  • Preliminary work is required to remove 15 trees on Bloor Street East, between Yonge Street and Park Road (3 on the north side and 12 on the south). Every tree removed will be replaced in accordance with the City of Toronto bylaw permit.

  • Pedestrian, cyclist and vehicle lanes will be maintained at all times.
  • Access to residences and businesses will be maintained at all times.
  • Temporary partial closure of sidewalks, roadways and bike lanes will be implemented with detours provided for pedestrians, cyclists and vehicles.

     

    TTC service

  • No impacts to subway service or access to Bloor-Yonge Station are expected during preparatory construction works.

  • Work hours will be Monday to Friday from 7 a.m. to 7 p.m. Extended, weekend or overnight work hours will be communicated to the community well in advance.



Bloor-Yonge Capacity Improvements Project Preparatory Work: Removal of 40/42 Hayden Street and 81 Bloor Street East

Preparatory Work Timeline: Starting as early as August 8, 2023

 

As of August, wooden construction hoarding was installed around the perimeter of the properties and sidewalk fronting 40 and 42 Hayden Street. A waste bin with traffic barrels were also be placed on the north side of Hayden Street, adjacent to the hoarding. The TTC will be removing the buildings at 40/42 Hayden first, followed by 81 Bloor Street East.

 

What to Expect

  • As of August, wooden construction hoarding was installed around the perimeter of the properties and sidewalk fronting 40 and 42 Hayden Street.  A waste bin with traffic barrels was also  placed on the north side of Hayden Street, adjacent to the hoarding. The TTC is removing the buildings at 40/42 Hayden first, followed by 81 Bloor Street East.
  • Preparatory construction works is not expected to impact subway service or access to Bloor-Yonge Station.
  • Access to residences and businesses will be maintained at all times.
  • Temporary closure of the north sidewalk immediately fronting 40 and 42 Hayden Street for hoarding installation.
  • Placement of a waste bin with traffic barrels, adjacent to the hoarding, will temporarily occupy the north side of Hayden Street.
  • Pedestrians will have to detour to the south sidewalk, using temporary cross walks that will be provided, in order to travel in either direction.
  • Work hours will typically be Monday to Friday from 7 a.m. to 5 p.m. Extended, weekend or overnight work hours will be communicated to the community well in advance.
  • Typical construction noise and vibration can be expected with this work.
  • Building removals will include both manual and excavator work.

 



Preparatory Work to Expand Bloor-Yonge Station

Bloor-Yonge Station is the busiest subway station on the TTC. The original station opened in 1954 and now requires expansion and modernization to accommodate future TTC ridership and neighbourhood density.

The project includes significant upgrades to enhance customer safety, accessibility and service quality.

 

Improvements include:

  • A new eastbound Line 2 (Bloor-Danforth) passenger platform
  • An enhanced westbound Line 2 passenger platform created by reconfiguring the existing shared centre platform
  • Expansion of both northbound and southbound Line 1 (Yonge-University) passenger platforms
  • Enhanced concourse level
  • New elevators, escalators and stairwells to improve station circulation
  • A new accessible subway entrance at 81 Bloor Street East

What to Expect

    • Preparatory construction works are not expected to impact subway service or access to Bloor-Yonge Station.
    • Preparatory work started in May 2023. In order to build a new, accessible subway entrance at 81 Bloor Street East (former site of The Firkin), the TTC will remove the existing structures at 81 Bloor St East, and 40/42 Hayden Street. The TTC has also removed the former carwash at 830 Church Street beside the Toronto Reference Library to build a future fan building to enhance air circulation at the station.
    • There will be a reduction in the Sherlock Holmes Laneway and short-term walkway closures to install construction hoarding beside the Toronto Reference Library for this work. At 81 Bloor Street East, there will be some rerouting of pedestrians when the canopy is removed from the existing building during demolition. Short term rerouting of pedestrians to the sidewalk and curb lane in front of 40/42 Hayden Street will also be required.
    • At the same time, hydro and sewer utilities will be relocated.
    • Phased reductions on the sidewalks and curb lanes are expected on Bloor Street East between Yonge Street and Park Road.
    • Access to businesses and residences will be maintained at all times.
    • The utility relocation work will begin in Q3 2023 and continue until Q3 2024.
    • Work hours will typically be Monday to Friday from 7 a.m. to 7 p.m. Extended, weekend or overnight work hours will be communicated to the community well in advance.
    • Typical construction noise and vibration can be expected with this work.
