Fare Inspector & Special Constable Complaints (FISCC) Office

1. FISCC Office

The TTC is committed to ensuring all complaints are handled in a way that is fair, impartial, thorough and timely. As part of this commitment, the TTC has established its Fare Inspector & Special Constable Complaints (FISCC) Office to investigate concerns about TTC Fare Inspectors and Special Constables, and any related policies and services.

The FISCC Office is one of many ways we are making the TTC more inclusive for all customers, as part of our 10-Point Action Plan on Diversity and Inclusion.

Operating under the TTC’s Diversity and Culture Group, the FISCC Office is staffed with investigators with specialized training and experience in conducting investigations through a diversity and human rights lens.

Guided by principles of equity, diversity, inclusion, integrity, transparency and accountability, the FISCC Office:

  • Delivers a complaint process that is easy to access and understand.
  • Investigates complaints in a fair, thorough and timely manner.
  • Reaches findings and recommendations that are separate from Fare Inspector and Special Constable staff, management, and the public.
  • Records outcomes of investigations and publicly reports them to the Board.
