TTC seeking customer input to develop 2023 Annual Service Plan


The TTC is seeking feedback from customers to develop its 2023 Annual Service Plan (ASP).

The 2023 ASP survey is available online at ttc.ca until July 31, and members of the public are invited to share feedback on three main priority areas - COVID-19 learnings, Line 3 surface route changes, and proposed surface routes that will connect to the upcoming Line 6 Finch West.

Survey results will help inform the TTC's decision-making about priorities and initiatives for its 2023 transit service.

"We have worked throughout the pandemic to keep the TTC running so that everyone across our city has safe and reliable transit," said Mayor John Tory. "As we move out of the pandemic, we are ramping up service because we know a strong transit system will help ensure Toronto comes back stronger than ever. We want to hear from riders as the TTC develops its 2023 service plan so that we can continue to provide the transit they need and continue to improve transit service."

“The Annual Service Plan sets out how the TTC will serve our customers in the upcoming year, and I encourage all transit riders to participate in the 2023 survey. This feedback will help the TTC to better understand our riders' priorities and ensure that we provide service that reflects their needs,” said TTC Chair Jaye Robinson. 

“In 2019, we committed to annual consultations with the public and stakeholders that would inform the development of detailed Annual Service Plans," said TTC CEO Rick Leary. “This yearly exercise ensures that we can fully understand the needs of our customers. We know that travel patterns may have shifted during the pandemic, and this survey aims to identify learnings from COVID, as well as gather feedback on upcoming changes to our system.” 

The 2023 survey will focus on three priority areas:

• COVID-19 lessons learned – During the COVID-19 pandemic, ridership patterns shifted, demonstrating the importance of transit for people making essential trips. The ASP aims to use these learnings to identify needs and priorities that benefit all customers.
• Line 3 Surface Network Changes – Line 3 Scarborough is expected to be decommissioned in the fourth quarter of 2023, and the ASP will set out a bus replacement plan, with connections from different areas in Scarborough to Kennedy Station on Line 2. The ASP will also lay out plans to better connect customers in Scarborough to additional subway stations on Lines 1 and 4.   
• Line 6 Surface Network Changes – With Line 6 Finch West scheduled to be completed in 2023, the ASP will set out a modified bus service plan that will improve connectivity to the new LRT line.
