TTC bus routes slated for reallocation revised, shortened

TTC staff will bring a revised list of bus routes recommended for reallocation to its Feb. 2 Commission meeting. Of the 48 routes recommended for service reallocation – with savings allocated to routes where it will be needed most this fall – seven routes will now be restored entirely, and 19 will have partial service restored. Service was added to 28 routes Jan. 3 to reflect increased ridership at the end of 2010.
After a series of public meetings last week, and deliberations over the weekend, the criteria used to reallocate service have been revised. Originally, if a route or time period had fewer than 15 customer bus boardings per hour, it was recommended that service be eliminated, with the cost savings reinvested to routes where over-crowding was occurring.
The new criteria now states that where there are more than 15 boardings per hour at any specific time period, that service should be reinstated. As well, where there are 10 or more bus boardings per hour and the nearest alternate route is greater than 600 metres away, that service should also be reinstated. Low-ridership services with less than 10 boardings per hour are still recommended for reallocation

There were 215 periods on all 48 routes – days and times – that were originally recommended for reallocation. Sixty-seven time periods have now been revised and service restored beyond the original staff recommendation. Of the 148 time periods that continue to be recommended for reallocation, 135 were added in November 2008 as part of the TTC’s Ridership Growth Strategy.
These recommended changes will result in savings of $4 million, down from the original $7 million that was projected in a staff report dated Jan. 12. Staff recommend that the savings be used later this year to address overcrowding that is likely to occur as a result of record-high ridership projected for this year.
