A meeting of the TTC Human Resources & Labour Relations Committee was held on Thursday, September 24, 2015 in Committee Room 3, Toronto City Hall, 100 Queen Street West, Toronto, Ontario, commencing at 1:35 p.m. The meeting recessed at 2:10 p.m. on resolution to meet as the Committee of the Whole and reconvened at 2:38 p.m


J. Colle (Chair), A. Heisey Q.C. (Vice-Chair), and J. Mihevc (Members), A. Byford (Chief Executive Officer), G. Piemontese (Chief People Officer), B. Ross (Executive Director - Corporate Communications), B. Morrison (Director – Compensation Services), M. Macia (Director - Employment Services), V. Albanese (Head - Diversity & Human Rights), K. Kuzmowich (Diversity Lead & Human Rights Consultant), M. Fraser (Diversity & Outreach Specialist), K. Lee (Head - Commission Services) and D. McDonald (Co-ordinator – Corporate Secretariat Services) were present.

J. Colle was in the Chair.

K. Aboud, Senior Principal, Hay Group was also present.

J. Shaubel, City of Toronto, Auditor General’s Office, was present for Item No. 2.

Minutes of the Previous Meeting

Vice-Chair Heisey moved that the Human Resources & Labour Relations Committee approve the minutes from Meeting No. 3 held on Thursday,

September 10, 2015.

The motion by Vice-Chair Heisey carried.

Presentations/Reports/Other Business

1. 2014 Annual Report on Diversity and Human Rights Achievements

Chair Colle moved that the following be added as a third recommendation in the staff report:

“3. Direct staff to report back annually to the Human Resources & Labour Relations Committee on this item”.

The motion by Chair Colle carried.

The Committee adopted the item, as amended.

2. Auditor General’s Report – Continuous Controls Monitoring Program – Toronto Transit Commission, 12-Month Review of Employee Absenteeism, 2014

The Committee received the item for information noting that the report will be before the TTC Board at its meeting on September 28, 2015.

3. Unionized Bus Driver Wages – Private Sector

The Committee referred this item to the TTC Board for information.

4. Salary Administration Policy – Step Rate Increases

The Committee received the report for information and requested staff to undertake a review of the salary step increase process, including options available for exemplary performers, within a cost neutral framework, with a report back to the Human Resources & Labour Relations Committee by the second quarter of 2016.

5. Executive Compensation Analysis

The Committee received the information as set out in the confidential attachment, noting that it is to remain confidential in its entirety as it contains information about labour relations or employee negotiations.
