1. City of Toronto Olympic Bid/TTC Response

R. Ducharme, Chief General Manager gave an overhead slide presentation entitled, "Toronto Transit Commission 2008 Olympic Needs," and provided a chronology of events leading up to the City Economic Development and Parks Committee approval of the City of Toronto staff report concerning the Olympic Bid at its meeting on Thursday, February 17, 2000.

The Commission also received a video presentation concerning crowd control measures which were undertaken at Union Station this past New Years Eve due to the limitations of this station to handle large passenger volumes at the platform level.
Chair Moscoe Moved Adoption Of The Recommendation Contained In The Report, As Listed Below:

"It Is Recommended That The Commission:

1. Receive And Endorse The Attached TTC Staff Presentation; And
2. Endorse The City Of Toronto Staff Report Regarding The Olympic Bid, Subject To The Inclusion Of The Attached Revised Page (Attachment I), Which Ensures Consistency With The Following Principle Recommendations From The City Staff Report:

• The City Of Toronto, In Co-Operation With The Federal And Provincial Governments, Ensure That Union Station Receives The Required Improvements For TTC And Go Transit Facilities In Time For The Olympic Games In 2008.
• The City Of Toronto, In Co-Operation With The Federal And Provincial Governments, Advance The Acquisition Of Go Transit Engines And Accessible Rolling Stocks, Accessible TTC Subway Cars And Buses And Related Facility Improvements, Identified In Their Respective Long Term Capital Programs, To Ensure Transit Services Can Accommodate The Large Volumes Of Passengers Predicted During The Olympic Games.
• The To-Bid Review The Proposed Timing Of The Olympic Games To Ensure That They Are Staged During The Summer Vacation Period, To Reduce The Load On The Transportation System, And Facilitate The Leasing Of Transit Vehicles And Availability Of Temporary Employees And Volunteers."

Commissioner Miller Moved That A Further Bullet Point Be Added To Page 84 Of The City Olympic Bid Report Under The Heading "Other Matters Respecting Federal And Provinicial Support" To Read As Follows:

• Financial Support For Required Transportation Infrastructure, Such As, Accessible Buses, Subway Cars And Improvements To The Toronto Union Station Subway Platform.

Commissioner Lindsay Luby Moved That Commissioner Miller's Motion Be Referred To The City Solicitor For Report Back To City Of Toronto Council At Its Meeting On February 29, 2000 In Conjunction With Council's Consideration Of The Olympic Bid Report.

The Commission Approved Commissioner Lindsay Luby's Referral Motion On A Unanimous Vote.

Commissioner Miller Moved An Amendment To The Recommendation Contained In The Report By Adding The Following New Recommendation No.3):

3. That The City Of Toronto Staff Report Regarding The Olympic Bid Include A Further Recommendation That The To-Bid And The City Of Toronto Will Ensure That TTC Staff Are An Integral Part Of The Planning For The Event Venues.

The Commission Approved Commissioner Miller's Motion On A Unanimous Vote.

The Commission Approved Chair Moscoe's Motion On A Unanimous Vote.

The Commission Approved The Report, As Amended, On A Unanimous Vote.

Commissioner Miller Moved That The Commissioner Of Economic Development, Culture And Tourism For The City Of Toronto Be Requested To Report Directly To Council At Its Meeting On February 29, 2000 On The Funding Requirements For Go Transit Capital Programs Adequate For Olympic Needs And The Source Of Funding, Including The City Of Toronto's Responsibility.

The Commission Approved Commissioner Miller's Motion On A Unanimous Vote.

Commissioner Mihevc Moved That TTC Staff Be Directed To Meet With Bombardier To Begin Discussions Immediately With Bombardier Related To The T1 Subway Car Order.

The Commission Approved Commissioner Mihevc's Motion On A Unanimous Vote.

Commissioner Mihevc Moved That TTC Staff Be Directed To Report On A Detailed Cost/Benefit Analysis For The Refurbishment Of The H2 Subway Cars.

The Commission Approved Commissioner Mihevc's Motion On A Unanimous Vote.
