TTC asks external reviewer to probe workplace allegations within Transit Special Constables Unit

The TTC has asked an external investigator to look into allegations of harassment, favouritism and improper overtime claims within its Transit Special Constables Unit. Three employees within the unit have been placed on administrative leave during the investigation.
The investigation stems from complaints made through the TTC’s Integrity Hotline and to the Human Rights Department over the past five months. After a preliminary internal review, and consultation with Toronto Police Services’ Professional Standards Unit, the complaints were referred for external review.
Investigators will look into allegations of discriminatory conduct, unequal treatment, and personal (workplace) harassment by certain individuals as well as claims that some employees received a disproportionate share of overtime and shift extension work.
Turnpenny Milne LLP will conduct the investigation, which is expected to take 20 weeks to complete. It will include interviews with witnesses and the collection of relevant documents and correspondence in advance of a final report and recommendations.
The TTC established the Integrity Line in 2013, allowing employees to anonymously report concerns about what they believe to be improper workplace practices. The allegations being looked into in this case are serious and will be treated as such. The TTC will allow the process to run its course before next steps are determined.
