Changes to Corporate Services Group

I am writing to let you know of some changes to the Corporate Services Group. Effective immediately, Dan Wright is no longer working at the TTC. I would like to thank Dan for his contribution over the past year and wish him well in his future endeavours.

Because the process to recruit a permanent CFO will take some time and must be considered in the context of possible future changes to the role, we have taken the positive step of seconding Josie La Vita from the City of Toronto as an interim measure. Josie is the current Executive Director of Financial Planning for the City and has agreed to be the Acting CFO until the permanent recruitment process is complete. Josie’s secondment will be for a period of 12-24 months.

We are extremely fortunate to have Josie join us at this critical time. With more than 30 years of broad financial experience, the past 16 as Executive Director, Josie’s many achievements include designing and implementing the City’s multi-year, service-based, priority and performance-focused budget process. She ushered the City’s transition from a one-year Capital Budget to a firm 10-Year Capital Budget and Plan worth more than $40 billion. She led the first review of the City’s Financial Control By-law since its inception in 2001 and played a leadership role in developing the strategic direction, analysis and recommendations of Toronto’s Long-Term Financial Plan and Direction.

Josie also leads the annual capital and operating budget process for the City and its agencies, including an Operating Budget of $13.5 billion for 150 City services. I have worked closely with her over the past few years and am confident that she can help us transition through what is anticipated to be a difficult 2020 operating and capital budget process. In that role, she has provided strategic financial analysis and advice to the City’s senior management team, Budget Committee and City Council.

Josie will begin work on July 2, 2019, and will be located at 1900 Yonge St.

Stephen Conforti, Head of Finance/Treasurer, will report to Josie with a focus on the transformational review and the budget process. Stephen will act as CFO until Josie joins us.

As the role and function of the CFO is reviewed, the following changes to reporting relationships will also take place:
> Materials and Procurement, under Acting Head Mike Piemontese, will report directly to me.
> IT, under Acting CIO Dhaksayan Shanmuganayagam, will report to Chief People Officer Gemma Piemontese.
