Subject: Station Modernization Program Funding Status


1) It is recommended that the Commission consider this report and provide direction with regard to further station modernization work, noting that the following work with a cost of $30.2 million is currently included below-the-line in the TTC 2008-2012 Capital Program budget submission (under Other), pending identification of full funding for these initiatives: Pape Station construction, Dufferin Station design completion and construction,  Bloor-Yonge Station design and construction, Urban design upgrades of sidewalk entrances at Museum, St. Patrick, Osgoode, Finch, Lawrence, Kennedy, Ellesmere and Lawrence East,  An assessment study to determine future priorities for the Station Modernization Program.
2) This issue will be considered by the City Budget Committee and subsequently by the City of Toronto Council through the 2008 capital budget process. 


Funding for the completion of design for Pape Station and to initiate design at Dufferin Station, is already included in Project 3.1 Finishes, under Station Modernization (as set out on pages 563 to 565 of the Improvement Category) of the TTC 2007-2011 Capital Program, which was approved by City Council on March 7, 2007.

The currently approved funds do not include funding for Pape Station construction, Dufferin Station design completion and construction, Bloor-Yonge Station design and construction, urban design upgrades to sidewalk entrances, and an assessment study to determine future priorities for the Station Modernization Program. 


The Bloor-Danforth Subway was opened in 1966 (Keele to Woodbine), extending to Islington and Warden in 1968 and Kipling to Kennedy in 1980. 
Several Bloor Danforth Subway Line stations have not had any significant finish material upgrades since they opened for revenue service.  These stations are now over forty years old and are showing signs of wear and age.  The purpose of the Station Modernization Program is to upgrade and modernize both indoor and outdoor public spaces on the Bloor Danforth Subway to provide station facilities that are:

- in a state of good repair, maintainable and safe;
- more easily navigated with excellent wayfinding assists at all levels;
- visually modern and more identifiable as a TTC transit facility; and,
- more easily located and identifiable in the urban context.

 For each station in the Modernization Program, the following will be undertaken:

- Improvements to finishes including walls, floors and ceilings,
- Improved lighting,
- Improved station identification and wayfinding signs,
- Public Art integrated into finishes, and
- Improved streetscaping and landscaping.

At several stations, Modernization initiatives are being combined with other TTC programs, such as barrier-free design and elevators, second exits, fire alarm upgrades and roofing rehabilitation.  

The benefits of this approach are:

- More efficient use of limited funds;
- Consistent and integrated design statement for all new station elements; and

Shorter period of construction disruption than if the work is done as separate projects.


The first stations to benefit from the Modernization Program, based on need, have been prioritized as follows: Pape Station, Dufferin Station ; and  Bloor-Yonge Station.

Modernization initiatives are also included in the current Victoria Park Bus Terminal Replacement, Islington Station Improvements and Kipling Station Improvements projects, which are funded separately.

The design for Pape Station Modernization has been advanced to the preliminary design (30%) milestone and has been shown to the public through an open house in July 2007.  The project as currently planned will include improvement to finishes, lighting and signage as part of the Modernization Program as well as the following improvements which are funded through other TTC programs:

- New elevators to provide barrier-free access throughout the station (Project 3.9 Buildings and Structures, Easier Access Phase III). 
- New exits from the subway platform to the street (Project 3.9 Buildings and Structures, Fire Ventilation – Second Exit for Subway Stations).
- Fire alarm upgrades (Project 2.3 Communication Systems Rehabilitation Program, under Subway Station Fire Alarm Modifications). 
- Roofing replacement for the main entrance and bus platform (Project 3.1 Finishes, Roofing Rehabilitation Program).

The current project schedule plans to tender and award construction at Pape Station early in 2008.
Additional funding of $4.6 million is required for construction.  

Status of the remaining priority stations is as follows:

- Dufferin Station - Design will be initiated in 2007.  Additional funding of $1.3 million is required to complete design and $5.5 million for construction.
- Bloor-Yonge Station - To date, no funds have been committed.  Design is scheduled to start in 2008.  Additional funding of $3.2 million is required for the design phase and $13.8 million for construction.  Work at this station would also include a new staircase from the Yonge Station platform to the west mezzanine level and new public washroom facilities.

The Modernization Program is considered important to the ongoing necessity to keep existing TTC station facilities and public spaces in a state of good repair. 
In addition, future stations, at a rate of one per year, starting in 2010, are currently planned “Below the Line”.  An Assessment Study ($0.2 million) is planned for 2009 to review the condition of finishes on the remaining Bloor-Danforth Subway stations and to identify those which are in the greatest need of repair and refurbishment.  The Study will recommend the next priority stations for the Modernization Program for implementation starting in 2010 and beyond.

Lastly, the Program also includes urban design upgrades of station sidewalk entrances at Museum, St. Patrick, Osgoode, Finch, Lawrence, Kennedy, Ellesmere and Lawrence East stations at a cost of $1.6 million.


The Bloor-Danforth Station Modernization Program is required to maintain the State of Good Repair and to offer an improved transit experience to TTC customers.
