SUBJECT: UNIVERSITY SUBWAY STATIONS RENAISSANCE –
DESIGN ENHANCEMENT INITIATIVES - MUSEUM STATION

RECOMMENDATION
It is recommended that the
Commission:
1)
Approve in principal, the design concept proposed for
Museum Station;
2)
Approve the award of the Museum Station detailed
design assignment to Diamond Schmitt Architects Inc. (DSAI) on a sole source
basis for an upset limit amount of $500,000.00 which includes detailed design
and design support during construction; and,
3)
Authorize TTC staff to sign a Memorandum of
Understanding with Toronto Community Foundation (TCF) on terms and conditions
acceptable to the Commission and General Counsel, to implement the Museum
Station design concept as the first project in the University Subway Stations
Renaissance Program.
FUNDING
At the Commission meeting of
December 16, 2005 a motion was carried to advance $500,000.00 for 2006 within
the current Capital Budget allocation in order to commence design work for
Museum Station.
In 2006, funds of $600K have been
approved for expenditures in Project 3.1 Finishes, under University Subway
Stations Renaissance (as set out on pages 535R & 536R – Improvement
category) of the TTC 2006-2010 Capital Program, which was approved by City
Council on December 12, 2005 with $500K to be accommodated from under
expenditures in other programs. A further $1.5M was also included in the years
2007-2009 for this project. Costs incurred for this year above $600K, due to
construction work starting in 2006 can be accommodated from a $1M payment from
TCF to TTC to be paid over at the time of accepting a tender for the
construction at Museum Station.
Funding for this project will be
shared with TCF under the Memorandum of Understanding on the basis of 75% TCF
and 25% TTC.
Provision for the entire cost to
implement the Museum Station enhancements under the Renaissance Program will be
considered in the proposed 2007-2011 TTC Capital Program as well as the
additional costs to proceed with design and construction at St. Patrick and
Osgoode stations.
BACKGROUND
Following the decision of the
Commission (November 28, 2005) to
support the initiative of the Toronto Community Foundation (TCF) to provide
visual identity at key stations related to the cultural centres adjacent to
those stations, the following steps have been taken:

TCF have funded the development of a conceptual design
for Museum Station by Diamond Schmitt Architects Inc.
·
Construction cost estimates have been developed,
reviewed and accepted as the basis for a total contribution by TTC of $1.25M,
based on a cost sharing formula of 75% TCF and 25% by TTC. The total cost to complete construction at
Museum Station is estimated to be $5M.
·
A Memorandum of Understanding (MOU) has been prepared
with agreement by both parties to all articles in principle.
The University Subway Stations Renaissance project also includes future
work to be done at Osgoode & St. Patrick and they will also be subject to
the same future funding arrangements.
DISCUSSION
The conceptual design for Museum
Station includes design enhancements to the platform level architectural
finishes.
The conceptual design was
developed prior to the agreement being reached between TCF and TTC in
consideration of the best use of funds within the agreed capital limit of
$5M. The main platform level elements
included in the agreed conceptual design are the platform columns depicting
images of museum artefacts, the trainway walls accentuating the “MUSEUM”
presence and upgraded ceiling treatments.
Conceptual renderings are included in this report as “Appendix A”.
In order to receive the funding
level required to implement the Museum Station Renaissance Program, through
donation of private funds, TCF require that the construction contract
mobilization takes place prior to January 1, 2007 and construction be completed
prior to January 1, 2008. The schedule indicates that the TCF schedule
objectives are feasible.
The University Subway Station Renaissance
Program has been developed to date by TCF in unison with DSAI and with TTC. The design concept for Museum Station has
been developed by DSAI and funded by TCF.
For reasons of continuity of the design team in the interests of the
Museum Station implementation schedule, the quality of the end product, and in
keeping with the discussions at the Commission meeting of December 16, 2005, it is intended that DSAI undertake the
detailed design assignment on a sole source basis. This is reflected in the MOU.
Staff have issued a Request for
Proposal (RFP) to DSAI on a sole source basis. The DSAI workplan was submitted
May 30, 2006 and indicates a total fee requirement not to exceed $500,000.00
which includes approximately $250,000.00 for design and $250,000.00 for design
support during construction, which will be re-assessed through the workplan
process subsequent to the tender for construction. The fee is considered reasonable given the
task of working within an existing station and the creative challenges of
identifying with the Royal Ontario Museum (ROM) and Gardner Museum through
finish statements at platform level.
A draft MOU has been prepared
jointly by TCF and TTC staff for the purpose of implementing the Renaissance
Project for Museum Station. The MOU is
considered final and is available for signature upon Commission
authorization. It includes the following
agreed principles:

TCF and TTC will share in the costs to implement the
Museum Renaissance Project on a 75% TCF and 25% by TTC basis.
·
The budget for the project, including contingencies is
$5 million.
·
Any project costs exceeding the $5 million budget will
be shared on the same basis; 75% TCF and 25% by TTC.
·
TTC staff will manage the implementation of the
project and will keep TCF apprised of design progress and project controls
status (schedule & budget).
·
Best efforts will be made to contain the costs within
the agreed budget.
·
Best efforts will be made to award a construction
contract prior to January 1, 2007 and to complete construction prior to January
1, 2008.
·
A trust provision that requires TCF to deposit the
funding commitment $3.75M in a special project trust account prior to TTC’s
commitment to contracting for detailed design.
The Memorandum of Understanding contains a payment clause which includes
a provision for TCF to make payment of a portion of the Funding Commitment in
the amount of $1M upon the TTC accepting a tender bid to complete the project.
JUSTIFICATION
This initiative, previously
endorsed by the Commission, is the first of three University Subway Stations to
be considered for the Renaissance Program.
TCF have indicated a high level of private sector interest in the
program and therefore in the success of the Museum Station Project. The project presents a “value-added” opportunity
for the TTC and will provide an interesting environment at platform level for
TTC patrons.
