RECOMMENDATION

 

It is recommended that the Commission approve the negotiation and execution of an agreement with the Greater Toronto Transit Authority (GO Transit) and Sun Life Assurance Company of Canada for the installation of an accessible elevator and wheelchair ramp at Finch Station (Concourse level) as illustrated on Appendix “A” hereinafter referred to as the GO Works.

 

 

FUNDING

 

All work associated with the design, construction and maintenance of the wheelchair ramp and elevator will be incurred by GO Transit and Sun Life Assurance Company of Canada and as a result there are no funding implications for the TTC.

 

 

BACKGROUND

 

Pursuant to an agreement dated June 4, 1991 between the Toronto Area Transit Operating Authority (now known as the Greater Toronto Transit Authority or GO Transit), the TTC, Silman Developments Limited (the interest of which is now owned by Sun Life) an underground tunnel “Finch Tunnel” was constructed that extended from the Sun Life lands through and under the GO Transit Regional Terminal and connected to the Finch Subway Station (see Appendix “A). The above referenced agreement sets out the terms and conditions for the repair, maintenance, security and liability for the Finch Tunnel between the parties.

 

GO Transit is now intending to construct a barrier free elevator and wheel chair ramp, within the Finch Tunnel (GO Works), that would serve the passengers of both the Regional Bus Terminal and those utilizing the TTC Finch Subway Station. Therefore an agreement between the parties is required to set out the obligations with respect to the maintenance, repair and liability measures associated with the GO Works specifically the new elevator and wheel chair ramp. The GO Works agreement is not intended to replace the existing Finch Tunnel agreement dated June 4, 1991.

 

 


DISCUSSION

 

The Finch Station Regional Terminal is considered a major transit transfer point by GO Transit and other regional bus carriers where passengers can board regional buses within the GTA destined for the subway at Finch Station. The Finch Subway Station has already been made accessible (1999) under the Easier Access Phase II project, exclusive of the transfer to this regional terminal.

 

Accordingly, the proposed elevator and wheel chair ramp are designed to provide an accessible means of access linking the GO Regional Terminal at street level (north/east corner of Yonge Street and Bishop) down to the north end of the TTC Finch Subway Station’s concourse level. Access to the subway concourse level would be possible by the construction of a new wheel chair ramp placed entirely within the City owned property within Finch Subway Station.

 

It is intended that GO Transit will assume the repair, maintenance, replacement, and structural inspections/repair of the elevator and wheel chair ramp and monitoring of the CCTV security cameras.  Sun Life will assume the janitorial services associated with the day to day cleaning of the GO Works that includes the wheel chair ramp and elevator, signage and will continue to be responsible for the obligations of the June 4, 1991 agreement.

 

Construction of the accessible facilities at Finch Station is scheduled to be completed and available for public use in 2005.

 

 

JUSTIFICATION

 

Based on the benefits to TTC riders of such an elevator, negotiation and execution of the necessary agreements is recommended.
