RECOMMENDATION
It
is recommended that the Commission authorize the award of Contract E85-17 to
Totten Sims Hubicki Associates (1997) Limited for Consultant Design Services in
the upset limit amount of $1,100,000.
FUNDING
Sufficient
funds for this expenditure are included in the following Projects:
· 3.9 Buildings and Structures,
Birchmount Bus Garage Repair Bay Modifications as set out on pages 773 - 780 of
the State of Good Repair/Safety Category.
·
3.9 Buildings and Structures, Birchmount Garage Renovations as set out on pages
761 - 764 of the State of Good Repair/Safety Category.
·
3.3 Yards and Roads, On-Grade Paving Rehabilitation Program as set out on pages
571 - 581 of the State of Good Repair/Safety Category.
·
3.1 Finishes, Roofing Rehabilitation Program as set out on pages 485 - 495 of
the State of Good Repair/Safety Category.
The
above Projects are included in the TTC 2005-2009 Capital Program, which was
approved by City Council on February 23, 2005.
BACKGROUND
Several
projects are currently being undertaken simultaneously (listed above) which all
address capital work to be undertaken at Birchmount garage, located at 400
Danforth Road in the east end of Toronto. The design services for this work
have been combined under one contract to reduce coordination issues during the
design and construction processes.
The
project under 3.9 Buildings and Structures - Birchmount Repair Bay
Modifications, has been undertaken to maintain the facility in a safe and
efficient operating condition at its current capacity of 204 buses. Birchmount
Bus Garage - Repair Bay Modifications Phase 1 is currently in construction
under Contract E3-19. The work under Phase 1 consists mainly of the
installation of two (2) new and five (5) replacement bus hoists with associated
mechanical/electrical/structural work. Phase 2 will mainly include upgrades to
the remaining five (5) hoists and two (2) inspection pits, upgrades to existing
ventilation systems, repairs to the building envelope and new offices for the
Superintendent and Forepersons.
Work under project 3.9 Buildings and Structures
- Birchmount Garage Renovations includes the installation of an acoustical
barrier to address noise abatement requirements.
The
work under 3.3 On-Grade Paving Rehabilitation Program is comprised of the
on-going rehabilitation of the Commission's pavement surfaces at various
locations within the transit system. Birchmount Garage is scheduled in the
program for commencement of design in 2005 and replacement in 2006.
The
work under 3.1 Roofing Rehabilitation Program is comprised of the planned rehabilitation
or full replacement of the Commission's roofed facilities. Birchmount Garage is
scheduled in the program for design and commencement of construction in 2005.
Under
Contract E85-17 the design for the work indicated above will be undertaken. The
Contract includes the design to carry out the above work, preparation of
contract drawings, specifications, tender and construction support.
DISCUSSION
A
Request for Proposal was publicly advertised on the TTC website January 18,
2005. Thirty-seven (37) companies requested copies of the proposal documents
out of which nine (9) submitted a proposal. Five of the nine proposals were
reviewed and rated. The remaining four (4) were considered unacceptable. Giffels Associates and Bregman
& Hamann Architects have both assigned Project Managers who are not
registered professional engineers in the Province of Ontario, and this was a
technical requirement of the Scope of Work; Earth Tech Canada Inc. did not
submit a preliminary bar chart, which was a mandatory submission requirement
and Barry Bryan Associates took an exception to the professional liability
insurance claim limit.
Prior
to the evaluation meeting, it was pre-determined that the top qualitatively
ranked company and any company within 3% of the top ranked would be
shortlisted. Following a consensus of the final ranking, three companies were
shortlisted. The pricing envelopes of those shortlisted were opened and
evaluated.
The
proposal submitted by Totten Sims Hubicki was ranked the highest, however, the
submission by Marshall Macklin Monaghan and H.H. Angus were considered equally
qualified as they were within 1% and 2% respectively of Totten Sims Hubicki.
Based on the "Pricing Information Evaluations", Totten Sims Hubicki
had the lowest overall composite hourly rate on all three assignments.
Award of Contract E85-17 to
Totten Sims Hubicki Assocates (1997) Limited is required to ensure completion
of design work under the Birchmount Bus Garage Repair Bay Modifications,
Birchmount Garage Renovations, Birchmount On-Grade Paving and Birchmount
Roofing Rehabilitation projects.
