SUBJECT: PROCUREMENT AUTHORIZATION – PURCHASE ORDER AMENDMENT FOR THE MAINTENANCE OF TRACTION POWER CABLES
RECOMMENDATION
It is recommended that the Commission authorize the issuance of Contract Amendment No. 2 for service contract C31V8845 with Black & McDonald in the amount of $450,000.00 to allow for the continued maintenance, emergency repair and new construction of the Commission’s traction power system, bringing the total contract authorization to $1,495,000.00.
FUNDING
Sufficient funds for 2003 operating requirements have been made in the 2003 TTC Operating Budget, and adequate provisions will be made for 2004 work in that year's operating budget. Sufficient capital funds are available in various projects, i.e. 1.1, 1.2, 2.1, 2.2 and 2.3, under the 2003-2007 Capital Program as approved by City Council on February 26, 2003.
BACKGROUND
The Commission is responsible for maintenance, emergency repairs and ongoing upgrade of numerous incoming high voltage AC power supplies and the 600 Volt DC traction power network. The traction power system utilizes an extensive network of positive and negative cables running through underground chambers to provide traction power to the Subway and Streetcar Operations. A five-year contract was awarded April 18, 1999 with an upset limit amount of $1,000,000.00 to perform these services. The estimated value of work was based on the historical Operating requirements and the available estimates of various Capital projects including those involving the City of Toronto’s road rehabilitation program. It was anticipated that $200,000.00 of work would be required per year split evenly between the various Operating (including emergency repairs) and Capital budgets. The Signals, Electrical and Communications Department administer the contract. Several S/E/C Sections and other Departments including the Surface Track, Engineering and Construction and Information Technology use the contract to augment TTC S/E/C resources. The scope and complexity of several capital projects increased due to environmental and safety issues and when combined with required unplanned emergency repairs the service was required to be utilized more than originally estimated.
DISCUSSION
Analysis of new capital projects combined with the ongoing Capital and Operating/Maintenance repair programs indicate a revised upset limit is required. Table A (attached) summarizes the operating and capital work required to be completed.
JUSTIFICATION
Approval of this report will ensure the uninterrupted supply of the services required to complete ongoing Operating and Capital Traction Power Cable projects. Black & McDonald have honoured the terms of the existing contract and continue to provide service on request given the serious safety concerns and importance to TTC Subway and Surface Operations.
