Recommendation
It is recommended that the Commission authorize the award of a contract to 428686 Ontario Inc. o/a Superior Door & Gate Systems (Superior) in the amount of $775,313.15 for Contract G60-144, Duncan Shop, Eglinton and Lakeshore Garages, and Greenwood Shop Installation of Overhead Doors.
Funding
Sufficient funds for these expenditures are included in Project 3.1 Finishes, under Overhead Doors, as set out on pages 553 - 555, Category State of Good Repair/Safety of the TTC 2007-2011 Capital Program, which was approved by City Council on March 7, 2007.
Background
The overhead door project replaces aging and high maintenance overhead sectional doors with new rubber curtain speed doors at locations of high volume of bus traffic such as service lines and repair bay entrances and exits.
Based on assessment done by Operations, the following overhead doors were identified needing replacement at 4 locations: Duncan Shop (4 speed doors), Eglinton Garage (2 speed doors), Lakeshore Garage (4 speed doors), Greenwood General Stores (2 roll-up doors).
These doors are 15 to 20 years of age and/or are situated at locations of high volume of bus traffic such as service lines and repair bay entrances and exits. The overhead doors in Greenwood General Stores have been in service for more than 40 years and have come to the end of their service life.
Contract G60-144 includes the demolition and removal of existing sectional overhead doors and associated equipment, and the supply, installation, testing and commissioning for a total of ten new rubber curtain speed doors, two overhead steel roll-up doors and associated equipment at these four locations.
Discussion
Specifications and drawings were prepared for Contract G60-144 and a Request for Tenders was publicly advertised on the TTC’s Web site as of September 13, 2007. Three companies requested copies of the tender documents out of which two submitted a tender.
Superior submitted the lowest priced tender and did not state any exceptions or qualifications. Superior is completing work of a similar size and nature for the Commission satisfactorily. Their tender is considered acceptable.
Albany International Corporation submitted the other tender and also did not state any exceptions or qualifications but did not submit the required Agreement to Bond form and their tender is considered unacceptable.
There were no Alternatives offered by any of the Tenderers.
The Agreement to Bond submitted by Superior covers both a Labour and Material Payment Bond and a Performance Bond and was submitted by AXA Pacific Insurance Company, who have been verified as a Surety Company licensed to transact business under the Insurance Act of Ontario.
Superior will be required to execute a Performance Bond and Labour and Material Payment Bond in the amount of 50% of the contract value.
Justification
The tender submitted by 428686 Ontario Inc. o/a as Superior Door and Gate Systems is the lowest acceptable tender.
