Subject: Purchase Order Amendment Authority - Supply And Installation Of New Load Interrupter Switches 

Recommendation

It is recommended that the Commission authorize the issuance of a Purchase Order Amendment Authority to The State Group Inc. (State) in the amount of $102,703.25 for the supply and installation of load interrupter switches at the Park Hill Substation as part of the ongoing Substation Electrical Rebuild Project.

Funding

Sufficient funds are included under Project 2.1 – Traction Power, Work Order #6667 Substation Electrical Rebuild, as set out on pages 111 to 121, category “State of Good Repair/Safety” of the 2006-2010 Capital Program which was approved by City Council on December 12, 2005.

Background

Load Interrupter Switches are a key electrical component in the Commission’s traction power substations which receive high voltage AC supply from Toronto Hydro. These switches are used to disconnect and/or isolate a substation supply circuit. They are obsolete and have developed defects over the years due to wear and tear. The failure of these switches affects normal substation operations and may result in nuisance power shutdowns, potential safety hazards to maintenance personnel and revenue service disruption. There are 51 substations with a total of 74 load interrupter switches in the Commission of which 7 have already been replaced as part of the Substation Electrical Rebuild Project.

Park Hill Substation supplies traction power for the Yonge-University-Spadina subway line. Over the years the switches have developed numerous problems and emergency repairs are no longer effective. Two switches at this location are scheduled to be replaced in 2007.

Staff originally approved the award of Contract C31PV05813 to State on July 29, 2005. Contracts details are as follows:

Discussion

Purchase Order C31PV05813 was originally awarded to State to supply and install new load interrupter switches at Casa Loma Substation in 2005 and Glenayr Substation in 2006 with provision to extend this contract for supply and installation of new load interrupter switches at Park Hill Substation in 2007.

The company has satisfactorily performed the work for the first two substations and it is required to proceed with the Park Hill Substation switch replacement.

Justification

The current contract carries the option to add the Park Hill Substations to the scope of work.
