Recommendation
It is recommended that the Commission authorize an increase of $240,000 for Construction Management Services to two consultant firms previously awarded contracts as indicated below:
a) To increase Contract G85-154 for Stantec+UMA Joint Venture by $180,000 bringing the total authorization from $2,500,000 to $2,680,000.
b) To increase Contract G85-154B for SNC-Lavalin Engineers & Constructors by $60,000 bringing the total authorization from $500,000 to $560,000.
Funding
Sufficient funds for this expenditure are included in the TTC’s 2005-2009 Capital Program, which was approved by City Council on February 23, 2005.
Authorization and payment for this work will be on a time and material basis and will be charged to the approved project for which the work is required. No work will be initiated on any project unless the funds are available and the work orders are approved.
Background
On May 14, 2003, the Commission authorized the award of three triennial Contracts in the total amount of $4,000,000 for Construction Management Services. On April 6, 2005, the Commission authorized a redistribution and increase to these contracts revising the total amount to $4,500,000.
The increases requested in this report will bring the total authorized amount to $4,740,000.
The companies retained provide additional construction management resources and expertise to the Engineering & Construction Branch on an as required basis. The status of these Contracts is as follows:

Discussion
The requested increase is required as there were unexpected requirements to deploy additional consultant resources for claim analysis and temporary backfilling of vacant TTC staff positions due to a resignation, two long term disabilities and a delayed employment start.
Currently, the Commission has issued a Request for Proposal (RFP) to professional services firms to provide construction management resources. Authorization to award for this purpose will be sought from the Commission in early 2006.
The requested increase to the total upset limit for the existing contracts has been established based on the expenditures since May 2003 and the work anticipated for the remainder of the Contract, including the transition requirements to the next Construction Management Contract.
During the course of the Contract, all three firms have been given the opportunity to submit resumes for upcoming work. Once submitted, the most qualified available candidates have been selected from these submissions.
Justification
The increase in the upset limit will allow for continued flexibility in supplementing the construction management workforce of the Engineering and Construction Branch.
